Project preparation and consultancy

The practical completion of the regional or local development policy implies the implementation of individual projects as a consequence, whether these are investment projects, projects in the area of the infrastructure, tourism projects, projects dealing with civic amenities, the environment, agriculture, etc., or projects of a non-investment nature that focus on the development of community cooperation and the exchange of experience between individual towns, municipalities, or regions.

The implementation of an investment project comprises an extremely wide range of activities, beginning with the formulation of the project objective, the development of this into a project study, the processing of the accompanying documentation (feasibility study, economic and financial analysis, study into the effect of the project in question on the environment, etc.), the forecasting of possible sources of finance, and the processing of a financial model and an application for the provision of financial resources from selected support programmes. This is all followed by the development of project documentation for building permission and the implementation of this project documentation, engineering activity, the preparation of competitive tendering for the selection of a supplier, the conclusion of contractual relations with a chosen supplier or suppliers, the technical and administrative supervision of the execution of the project, and the possible processing of a final report. The Agency offers its experience in such activities across the full range of these operations and is capable of preparing and ensuring the implementation of an investment project for its partner as a “turnkey” project. It is also able to offer professional service with respect to some of the stages mentioned.

In terms of non-investment projects, the Agency offers assistance in the formulation of the project, including the assurance of its compatibility with the measures and priorities of the development programme documents adopted, the processing of a feasibility study and an economic analysis, including the forecasting of possible sources of financing, and the possible processing of an application for the provision of financial resources from selected support programmes and administrative assistance.

ARR – Agentura regionálního rozvoje, spol. s r.o. – provides the following services in the sphere of project preparation:

• The processing of basic project studies, including the preliminary time schedule and the calculation of the costs of implementation; 

• The processing of a feasibility study;

• The processing of an economic study, including the forecasting of possible sources of financing, and the processing of a financial (cost-benefit) analysis;

• The processing of application documentation (applications including appendices) for various support programmes, in particular the programmes of the European Union (PHARE, INTERREG, LEADER, etc.), sectional operation programmes, and the joint regional operation programme;

• The processing of project documentation for building permission and implementational project documentation;

• Engineering activity – the assurance of the issue of planning permission, building permission, and a certificate of practical completion;

• The preparation and execution of competitive tendering according to the regulations of public competition; consultation in the selection of a supplier and in the drafting of supplier-contractual relations;

• The execution of technical supervision during construction;

• The assurance of the administration of the project throughout its implementation.
